Arriving in Rome, a man named J.J. (Ethan Hawke) a soldier for the American government on a top-secret mission that takes him around the city, searching for clues to events that are not entirely clear.
At the call of duty, J.J. more interested in being able to uncover what happened to his twin brother, Justin (Hawke), who was under the influence of military forces who wanted to silence his "anarchist," "communist," and "revolutionary" ways.
Check out Justin's girlfriend as well as their son, J.J. hoping to achieve stronger ties to his brother's whereabouts, but military commitments complicate his mission, soon dealing with foreign aggressors as well as underworld figures, including the Russians who want J.J. in special request.
